The Constitution currently in force doesn’t rule out the possibility of changing the budget and tax legislation, that would make make possible the optimization of the system of forming the local budgets, and also to define clearly the order of the balancing the expenses of the local budgets, that appear also as the result of decisions, made by the government.

About the reform of the local self-government. I am pretty sure, that the administrative-territorial reform should be on the first place. To be more precise – first of all, the administrative reform should be performed first, and only then – the territorial. 

TIES OF REATIONSHIP AND PROTECTION FAVOURITIZM ARE NOT COMPATIBLE WITH THE STATE POLICY

I am very sure, that if we don’t change the situation in the forming of staff – we won’t change anything in the country. As a professor (for nine years I lecture to the students), I had to create the faculty of administrative management on the basis of Vinnytsia trade-economical university, to provide and prepare the management staff of the future. A lot of them today are thankful for the knowledge.
